AN ACT TO direct the department of public safety to develop an operational plan to create a digital application to report threats and to APPROPRIATE FUNDS.



The General Assembly of North Carolina enacts:



SECTION 1.  The Department of Public Safety shall, in consultation with the Department of Information Technology and the State Bureau of Investigation, develop an operational plan for the creation of a digital public safety application that does, at a minimum, each of the following:



(1)        Allows any member of the public to quickly and anonymously report information regarding threats to public safety.



(2)        Communicates with existing applications and initiatives designed to protect public safety.



(3)        Communicates with State and local law enforcement agencies regarding reported threats deemed to be credible.



SECTION 2.  No later than April 1, 2025, the Department of Public Safety shall report to the Joint Legislative Oversight Committee on Justice and Public Safety with the plan required by Section 1 of this act.



SECTION 3.  There is appropriated from the General Fund to the Department of Public Safety the sum of one hundred thousand dollars ($100,000) in nonrecurring funds for the 2024‑2025 fiscal year to be used to develop the plan required by Section 1 of this act.



SECTION 4.  This act becomes effective July 1, 2024.
